You don't need a visa, just an identity card.
An up-to-date passport is mandatory.
Depending on your nationality, check out with the French Embassy or Consulate in your country of residence if a visa is also necessary, and they will take care of it.

Important
You will receive an invitation letter to Annecy 2013, which will be needed to make your visa request at the French Embassy or Consulate in your country of residence.

The official procedure often takes a long time and CITIA is not in a position to speed up the process. We recommend that you put in your requests as early as possible.
The visa is given at the discretion of the French Consulates and CITIA has no influence over the decisions given by the Consular departments.

A Swiss visa is not required in transit; passengers coming from or travelling within the Schengen area are not subjected to control.
If you are arriving at Geneva airport, go to the exit on the Swiss side and present yourself at the Festival Welcome desk to pick up the shuttle to Annecy.
