There is a an underground and evil Paris, full of stench and shadows. This is the Paris of Belphégor, the cynical and implacable masked criminal that suddenly strikes who he wants, when he wants and where he wants! It would seem that the police can do little, despite the stubborn good sense of commissioner Ménardier and the spirited support of the journalist Bellgarde and his colleauge and rival Sarah.
